Which countries have veto power in UNSC?

The 5 nations - the United States, the United Kingdom, China, France, and the Soviet Socialist Republic - the USSR (whose right was granted to Russia in 1990) have played a key role in the founding of the United Nations. These 5 countries are permanent members of the UNSC and have a special suffrage known as the "right of veto" or "veto power". If one of them also casts a negative vote in the UNSC, the proposal or decision is not approved. To put it bluntly, if anyone from the US, UK, China, France and Russia voted against a UNSC resolution, the resolution would not pass.

Even if there are 14 countries in support of the proposal and only 1 country in opposition, if that 1 country has veto power and rejects the proposal, then the decision has to be accepted by all. A total of five countries with this veto power are as follows. And these countries are permanent members and no one can remove them from UNSC.

UNSCમાં કયા કયા દેશ પાસે વીટો પાવર છે?

5 રાષ્ટ્રો- સંયુક્ત રાજ્ય અમેરિકા, યુનાઈટેડ કિંગ્ડમ, ચીન, ફ્રાંસ અને સોવિયેત સોશિયલિસ્ટ રિપબ્લિક એટલે કે, USSR (જેનો અધિકાર 1990માં રશિયાને મળ્યો)એ સંયુક્ત રાષ્ટ્રની સ્થાપનામાં મહત્વપૂર્ણ ભૂમિકા ભજવી છે અને આ કારણે જ આ દેશોને સંયુક્ત રાષ્ટ્રમાં કેટલાક વિશેષાધિકાર મળ્યા છે. આ 5 દેશો UNSCમાં સ્થાયી સદસ્ય છે અને તેમના પાસે એક વિશેષ મતાધિકાર પણ છે જે ‘વીટોના અધિકાર’ કે ‘વીટો પાવર’ તરીકે ઓળખાય છે. જો તેમાંથી કોઈ એક એ પણ UNSCમાં નેગેટિવ મત આપે તો તે પ્રસ્તાવ કે નિર્ણયને મંજૂરી મળતી નથી. સીધી રીતે કહીએ તો અમેરિકા, યુકે, ચીન, ફ્રાંસ અને રશિયામાંથી કોઈએ પણ UNSCના કોઈ પ્રસ્તાવ પર વિપક્ષ(વિરુદ્ધ)માં મત આપે તો પ્રસ્તાવ પાસ થાય નહીં.

પ્રસ્તાવના સમર્થનમાં ભલે 14 દેશ હોય ને વિરોધમાં 1 જ દેશ હોય તો પણ તે 1 દેશ જો વીટોપાવર ધરાવતો હોય અને તે પ્રસ્તાવને નામંજુરી આપે તો તે નિર્ણય બધાએ માન્ય રાખવો પડે છે. આ વીટોપાવર ધરાવતા કુલ પાંચ દેશ આ મુજબ છે. અને આ દેશો કાયમી માટે સભ્ય છે તેમને કોઈ UNSC માંથી કાઢી શકતુ નથી.

તમામ 5 સ્થાયી સદસ્યોએ વિભિન્ન પ્રસંગે વીટો પાવરનો ઉપયોગ કર્યો છે.

આમ...સંયુક્ત રાષ્ટ્ર સુરક્ષા પરિષદ(UNSC) "વીટો પાવર" એ યુએન(UN) સુરક્ષા પરિષદના પાંચ સ્થાયી સભ્યો (ચીન, ફ્રાન્સ, રશિયા, યુનાઇટેડ કિંગડમ અને યુનાઇટેડ સ્ટેટ્સ) ની કોઈપણ "મૂળ" ઠરાવને વીટો કરવાની સત્તા છે.

UN અને UNSCની થોડીક જાણકારી વાંચકો માટે:

UN એટલે સંયુક્ત રાષ્ટ્રો_United Nations (UN).. જેની સ્થાપના બીજા વિશ્વયુદ્ધ પછી તરત જ કરવામાં આવી હતી. ભવિષ્યમાં આવાં ખતરનાક મોટાં યુદ્ધો ના થાય અને વિશ્વમાં શાંતિ જળવાઈ રહે તે માટેના હેતુથી 24 ઓક્ટોબર 1945 ના રોજ કરવામાં આવી હતી. સ્થાપનાના સમયે કુલ 51 દેશ તેના સભ્ય હતા જેની સંખ્યા હવે 193 છે. એટલે કે વિશ્વના તમામે તમામ દેશો UN માં સામેલ છે.

આ જ UN ની એક UNSC નામની કાઉન્સિલ છે.. જે વિશ્વની સુરક્ષા માટે UN નું પ્રતિનિધિત્વ કરે છે.

UNSCને સમગ્ર વિશ્વમાં શાંતિ, સદ્ભાવ અને સુરક્ષા જાળવી રાખવાનું કામ સોંપવામાં આવ્યું છે. ઘણી વખત UNSC પ્રતિબંધ લાગુ કરે છે અને શાંતિ જાળવી રાખવા માટે જરૂર લાગે તો બળ પ્રયોગની પણ મંજૂરી આપે છે. આ UNSC માં કુલ 5 પરમાનેન્ટ અને 10 નોન- પરમાનેન્ટ એમ કુલ મળીને 15 દેશો છે.

આ 15 દેશોની કાઉન્સિલનો કોઈ પણ નિર્ણય વિશ્વના તમામે તમામ 193 દેશોએ માન્ય રાખવો પડે છે.

UNSC ના સ્થાયી સભ્યો :

1:- અમેરિકા

2:- રશિયા

3:- ચીન

4:- યુનાઇટેડ કિંગડમ(બ્રિટન)

5:- ફ્રાંસ

UNSC ના બીજા દસ(10) અસ્થાયી સભ્યો છે. જેમને UNSCમાંથી અંદર બહાર કરી શકાય છે.

વર્તમાન અસ્થાયી સભ્યદેશો નીચે મુજબ છે.

1:- અલ્બેનિયા

2:- બ્રાઝિલ

3:- ગાબોન

4:- ઘાના

5:- ભારત

6:- આયર્લેંડ

7:- કેન્યા

8:- મેક્સિકો

9:- નોર્વે

10:- યુનાઇટેડ આરબ અમીરાત

જ્યારે પણ વિશ્વ શાંતિ જોખમમાં મુકાય ત્યારે UNSC એ નિશ્ચિત કરવા પહેલ કરે છે કે, સદસ્ય અને આક્રમકતામાં સામેલ પક્ષો સાથે ચર્ચા કર્યા બાદ તે કેવી રીતે રોકી શકાય. ઘણી વખત UNSC પ્રતિબંધ લાગુ કરે છે અને શાંતિ જાળવી રાખવા માટે જરૂર લાગે તો બળ પ્રયોગની પણ મંજૂરી આપે છે.

હાલમાં યુક્રેન પરના આક્રમણને પગલે અનેક દેશોઓ સંયુક્ત રાષ્ટ્ર સુરક્ષા પરિષદ (UNSC)માં રશિયા વિરૂદ્ધ પ્રસ્તાવ મુક્યો હતો. જોકે રશિયાએ ફરી એક વખત પોતાના વીટો પાવરનો ઉપયોગ કરીને તેને રોકી દીધો. રશિયાએ સંયુક્ત રાષ્ટ્ર સુરક્ષા પરિષદના એ પ્રસ્તાવ પર વીટોનો ઉપયોગ કર્યો છે જેમાં મોસ્કોને યુક્રેન પરનો હુમલો રોકવા અને તમામ સૈનિકોને પાછા બોલાવવાની માગણી કરવામાં આવી છે. જોકે પહેલેથી જ નક્કી હતું કે આમ બનશે કારણ કે રશિયા પાસે વીટો પાવર છે. અમેરિકા અને તેના સમર્થકો જાણતા હતા કે, આ પ્રસ્તાવ નિષ્ફળ રહેશે પરંતુ એવી દલીલ કરવામાં આવી હતી કે, તેનાથી રશિયા આંતરરાષ્ટ્રીય રૂપે થોડું અલગ પડી જશે.

હાલમાં યુક્રેન અને રશિયા યુદ્ધ ના હાલાતને ધ્યાને રાખી અમેરિકાએ જે પ્રસ્તાવ લાવ્યો તેનું સમર્થન UNSC ના 11 દેશોએ કર્યું. તેમાં ભારત,ચીન અને યુનાઇટેડ આરબ અમીરાતે વોટ ના કર્યો. અને છેલ્લે રશિયાએ તે પ્રસ્તાવને પોતાનો વીટોપાવર વાપરી એક જ ધડાકે ઉડાડી દીધો. જો વોટ નહિં કરવાવાળા દેશોએ અમેરિકાના પ્રસ્તાવને ટેકો આપ્યો હોત તો પણ રશિયા તે પ્રસ્તાવ મંજુર ના થવા દેત. કેમ કે વીટો પાવર ધરાવનાર દેશ પાસે એવો પાવર છે કે તે એકલો દેશ પણ UNSC ના કોઈ પણ પ્રસ્તાવને નામંજૂર કરી શકે છે..

(2). રશિયા-યુક્રેન યુદ્ધ લાઇવ અપડેટ્સ

ભારત આ સ્થાયી-સભ્યપદ મેળવવા માટે ખૂબ જ પ્રયત્નો કરે છે. મોટાભાગના દેશો ભારતને સમર્થન પણ આપે છે પરંતુ ચીન પોતાનો વીટો વાપરીને ભારતને UNSC માં કાયમી સ્થાયી સભ્ય થવા દેતું નથી. અને એટલે જ આપણે વીટોપાવર બની શકતા નથી.

Russia's veto on India's side
