According to the above subject and context in the state of Gujarat, to inform all the primary school teachers that according to the resolution dated 27/06/2019 of the Education Department, they are doing excellent academic work in the primary school of the state and are enthusiastically active in school co-curricular activities, innovative experiments, social contribution etc. and useful to the society. A scheme to give “Talented Teacher Certificate” to primary teachers/head teachers has been implemented with the noble purpose of encouraging primary teachers/head teachers of the emerging state of Gujarat.


ગુજરાત રાજ્યમાં ઉપરના વિષય તથા સંદર્ભ અન્વયે સૌ પ્રાથમિક શાળાના શિક્ષકોને જણાવવાનું કે શિક્ષણ વિભાગનાં તા.૨૭/૦૬/૨૦૧૯ નાં ઠરાવ અન્વયે, રાજ્યની પ્રાથમિક શાળામાં ઉત્તમ શૈક્ષણિક કાર્ય કરતા અને શાળાકીય સહઅભ્યાસિક પ્રવૃત્તિ, નાવિન્યપૂર્ણ પ્રયોગો, સામાજિક યોગદાન વગેરેમાં ઉત્સાહપૂર્વક સક્રિય હોય તેમજ સમાજને ઉપયોગી બની રહે તેવા ગુજરાત રાજ્યના પ્રાથમિક શિક્ષક/મુખ્ય શિક્ષકોને પ્રાત્સાહન મળી રહે તેવા ઉમદા હેતુથી પ્રાથમિક શિક્ષક/મુખ્ય શિક્ષકોને “પ્રતિભાશાળી શિક્ષક પ્રમાણપત્ર” આપવાની યોજના અમલમાં મૂકવામાં આવેલ છે.

In such circumstances, the selection process of teachers for “Talented Teacher Certificate” for the first semester of the current academic year will have to be evaluated keeping in mind the following criteria.

Criteria for selection process of teachers for awarding “Talented Teacher Certificate” 2021 Teachers who have done special work for Home Learning during the Covid-19 pandemic.
During this Corona (Covid-19) epidemic, in coordination with the students, parents and society, street education and online education work and other tasks have been completed effectively and honestly as per the instructions of the government.
Have made outstanding contribution in the field of education and society in the last five years, have written articles in national / international publications, done other activities like annual evaluation, online educational activities.


Step by Step Selection Process of Teachers for Awarding “Talented Teacher Certificate” Certificate C.R.C. The date of presentation under the Talented Teacher' before the Taluka Committee. By 17/12/2022
List of three names in order of taluka committee carrying out evaluation for 20% weightage. Date of submission to Vidya Review Center Gandhinagar. By 23/12/2022, one teacher who is fully qualified for “Talented Teacher Certificate” has to be selected neutrally, taking into account all the facts.
Taluka Selection Committee selected talented teacher, list of names to be sent to District Primary Education Officer by 03/08/2021.
Cluster wise list sent by District Primary Education Officer by Taluka Selection Committee, in prescribed form, in Shruti font and Excel sheet only by 05/08/2021 to the office of the Director of Primary Education-Gandhinagar through the office's e-mail. d. It has to be sent in soft copy and hard copy to ptc.guj@gmail.com.


⇛  How many teachers are allotted the certificate?
For “Talented Teacher Certificate” one teacher/head teacher per each cluster and each session of the entire state is to be selected and awarded “Talented Teacher Certificate”.

The selection procedure of teachers for “Talented Teacher Certificate” shall not consider any minimum service for a talented teacher and shall be available only once during the period of service.
For 80% weightage out of 100%, from the data available in the command and control center to evaluate the activity based on the teacher's own attendance, attendance of students of his class, unit-test coefficient, assessment of quality/school accreditation, semester examination result, annual examination result etc. will be
For 20% weightage, special works done by the teacher, social and educational contribution given in any other way and special works done in the last five years like writing articles in national/international publications, annual evaluation, teacher enthusiastically participating in school activities and teacher receiving regular training. Has to be evaluated based on activity etc.
CRC will prepare a list of three names for selection of meritorious teachers keeping in view all the above factors and place before the Taluka Committee and taking into consideration all the facts the Taluka Committee will select one name neutrally.
The names selected by the Taluka Committee will be collated at the district level and submitted to the Office of the Director, Primary Education. And the names will be announced by the Director, Primary Education level.
The selection of teachers has to be done twice a year following this process in one month after the completion of the first and second semesters.




Such teachers/head teachers selected at the end of the first semester and at the end of the second semester, shall be awarded “Talented Teacher Certificate” at the end of both the semesters.

ચાલુ વર્ષ-૨૦૨૨નાં પ્રથમસત્રનાં અંતે “પ્રતિભાશાળી શિક્ષક પ્રમાણપત્ર“ માટે શિક્ષકોની પસંદગીની પ્રક્રિયા પૂર્ણ કરી, સમગ્ર રાજ્યમાંથી નામો મેળવવાના થાય પરંતુ, covid-19 વૈશ્વિક મહામારીને કારણે શાળાઓમાં નિયમિત શિક્ષણ કાર્ય ન થઇ શકવાને કારણે સદર ઠરાવનાં ખ – વિભાગની શરત નં-૨ અને ૩ માં દર્શાવ્યા મુજબની ૧૦૦ % ગુણાંકન મુજબની પસંદગી પ્રક્રિયાનું સંપૂર્ણપણે અનુસરણ થઇ શકે તેમ નથી.એવા સંજોગોમાં ચાલુ શૈક્ષણિક વર્ષનાં પ્રથમ સત્ર માટે “પ્રતિભાશાળી શિક્ષક પ્રમાણપત્ર” માટે શિક્ષકોની પસંદગીની પ્રક્રિયા માટે નીચે મુજબનાં માપદંડોને ધ્યાને લઇ, મૂલ્યાંકન કરવાનું રહેશે.


“પ્રતિભાશાળી શિક્ષક પ્રમાણપત્ર” આપવા માટે શિક્ષકોની પસંદગી પ્રક્રિયાના માપદંડો ૨૦૨૧ Covid-19 મહામારી દરમ્યાન જે શિક્ષકોએ Home Learning માટે વિશિષ્ટ કાર્ય કર્યુ હોય.
આ કોરોના(Covid-19) મહામારી દરમ્યાન વિદ્યાર્થીઓ, વાલીઓ અને સમાજ સાથે સંકલન સાધી, શેરી શિક્ષણ તથા સરકારશ્રીની સૂચના મુજબ ઓનલાઇન શિક્ષણ કાર્ય તેમજ અન્ય કાર્યો અસરકારક અને પ્રમાણિક રીતે પૂર્ણ કરેલ હોય.
છેલ્લા પાંચ વર્ષમાં શૈક્ષણિક અને સામાજીક ક્ષેત્રે વિશિષ્ટ યોગદાન આપેલ હોય, રાષ્ટ્રીય / આંતર રાષ્ટ્રીય પ્રકાશનોમાં લેખ લખેલા હોય, વાર્ષિક મૂલ્યાંકન, ઓનલાઇન શૈક્ષણિક પ્રવૃતિઓ જેવી અન્ય પ્રવૃતિઓ કરેલ હોય.

  “પ્રતિભાશાળી શિક્ષક પ્રમાણપત્ર” પ્રમાણપત્ર આપવા માટે શિક્ષકોની પસંદગી પ્રક્રિયા સ્ટેપ બાય સ્ટેપ સી.આર.સી. દ્વારા તાલુકા સમિતિ સમક્ષ પ્રતિભાશાળી શિક્ષક’ અન્વયે રજુ કરવાની તા. ૧૭/૧૨/૨૦૨૨ સુધીમાં
તાલુકા સમિતિ દ્વારા ૨૦% ભારાંક માટેની મુલ્યાંકનની કાર્યવાહી કરી ક્રમ અનુસાર ત્રણ નામોની યાદી. વિદ્યા સમીક્ષા કેન્દ્ર ગાંધીનગરને રજુ કરવાની થતી થાદીનો તા. ૨૩/૧૨/૨૦૨૨ સુધીમાં તમામ હકીકતોને ધ્યાને રાખીને, તટસ્થપણે “પ્રતિભાશાળી શિક્ષક પ્રમાણપત્ર” માટે પૂર્ણત: યોગ્યતા ધરાવતાં હોય તેવાં એક શિક્ષકની પસંદગી કરવાની રહેશે.
તાલુકા પસંદગી સમિતિએ પ્રતિભાશાળી શિક્ષકની પસંદગી કરી, તા.૦૩/૦૮/૨૦૨૧ સુધીમાં નામોની યાદી, જીલ્લા પ્રાથમિક શિક્ષણાધિકારીને મોકલી આપવાની રહેશે.
જીલ્લા પ્રાથમિક શિક્ષણાધિકારીએ તાલુકા પસંદગી સમિતિ દ્વારા મોકલી આપેલ ક્લસ્ટર વાઇઝ યાદી, નિયત પત્રકમાં, શ્રુતિ ફોન્ટમાં તથા એકસેલ શીટમાં જ તા.૦૫/૦૮/૨૦૨૧ સુધીમાં પ્રાથમિક શિક્ષણ નિયામકશ્રીની કચેરી- ગાંધીનગરને ક્ચેરીનાં ઇ-મેઇલ આઇ. ડી. ptc.guj@gmail.com પર સોફ્ટ કોપીમાં તથા હાર્ડ કોપીમાં મોકલી આપવાની રહેશે.


⇛  કેટલા શિક્ષકોને ફાળવવામાં આવે છે પ્રમાણપત્ર?
“પ્રતિભાશાળી શિક્ષક પ્રમાણપત્ર” માટે સમગ્ર રાજયના દરેક ક્લસ્ટર દીઠ અને દરેક સત્ર દીઠ એક શિક્ષક/મુખ્ય શિક્ષકની પસંદગી કરવાની રહેશે અને તેમને “પ્રતિભાશાળી શિક્ષક પ્રમાણપત્ર” એનાયત કરવાના રહેશે.


“પ્રતિભાશાળી શિક્ષક પ્રમાણપત્ર” માટે શિક્ષકની પસંદગી માટેની પદ્ધતિપ્રતિભાશાળી શિક્ષક માટે કોઇ ન્યુનતમ સેવા ધ્યાને લેવાની રહેશે નહી અને સેવાકાળ દરમિયાન એક જ વખત મળવાપાત્ર રહેશે.
૧૦૦% પૈકી ૮૦% ભારાંક માટે કમાન્ડ એન્ડ કંટ્રોલ સેન્ટરમાં ઉપલબ્ધ ડેટામાંથી શિક્ષકની પોતાની હાજરી, તેમના ધોરણના વિદ્યાર્થીઓની હાજરી, એકમ – કસોટી ગુણાંકન, ગુણોત્સવ/સ્કુલ એક્રીડીટેશન(accreditation) ના મુલ્યાંકન, સત્રાંત પરીક્ષાનું પરિણામ, વાર્ષિક પરિક્ષાનું પરિણામ વગેરે આધારીત પ્રવૃતિ પરથી મૂલ્યાંકન કરવાનુ રહેશે.
૨૦% ભારાંક માટે શિક્ષક દ્વારા કરવામાં આવેલ વિશિષ્ટ કાર્યો, અન્ય કોઇપણ રીતે આપેલ સામાજિક તથા શૈક્ષણિક ફાળો તેમજ છેલ્લા પાંચ વર્ષમાં કરેલ વિશીષ્ટ કાર્યો જેવા કે રાષ્ટ્રીય/આંતરરાષ્ટ્રીય પ્રકાશનોમાં લેખ લખવા, વાર્ષિક મૂલ્યાંકન,શિક્ષક ઉત્સાહભેર શાળાકીય પ્રવૃત્તિમાં ભાગ લેતો હોય તથા શિક્ષક નિયમિત તાલીમ મેળવતો હોય વગેરે આધારીત પ્રવૃતિ પરથી મૂલ્યાંકન કરવાનુ રહેશે.
ઉક્ત ગુણાંકનની એકદંર બાબતો ધ્યાને રાખીને પ્રતિભાશાળી શિક્ષકની પસંદગી માટે ત્રણ નામોની યાદી સી.આર.સી તૈયાર કરીને તાલુકા સમિતિ સમક્ષ મુકશે અને તમામ હકીકતોને ધ્યાને રાખીને તાલુકા સમિતિ તટસ્થપણે એક નામ પસંદ કરશે.
તાલુકા સમિતિએ પસંદ કરેલ નામ જીલ્લા લેવલે એકત્રીત કરી નિયામકશ્રી, પ્રાથમિક શિક્ષણની કચેરીને સુપ્રત કરવામાં આવશે. અને નામોની જાહેરાત નિયામકશ્રી, પ્રાથમિક શિક્ષણના સ્તરેથી થશે.
પહેલા અને બીજા સત્રો પુર્ણ થયા પછી એક મહિનામાં આ પ્રક્રિયા અનુસરી વર્ષમાં બે વખત શિક્ષકોની પસંદગી કરવાની રહેશે.
આવા શિક્ષક/મુખ્ય શિક્ષકની પહેલા સત્રના અંતે અને બીજા સત્રના અંતે પસંદગી કરી, તેઓને બન્ને સત્રના અંતે સત્રદીઠ “પ્રતિભાશાળી શિક્ષક પ્રમાણપત્ર” એનાયત કરવાના રહેશે.

Basic Literacy and Number Achievement Primary stage is most crucial in school education as it lays the foundation of education. The National Education Policy 2020 recognizes its importance and recognizes the first six years of education i.e. the age of three to nine years of children as the basic stage. At this stage they have a quick understanding and understanding.

Considering the challenge of equipping every child with basic FLN skills, the Government of India has launched a national mission for FLN, the National Initiative for Proficiency in Reading with Understanding and Numeracy or NIPUN BHARAT. A mission entitled NIPUN Bharath was launched at the national level for this purpose, with the aim of making all students in grade 3 and beyond in the country achieve foundational literacy and numeracy by 2025. A Foundational Literacy and Numeracy programme is initiated for this purpose with the following details and discussion points.


Introduction to FLN Mission :

Foundational learning is the basis of all future learning for a child. Not achieving basic foundational skills of being able to read with comprehension, writing and doing basic mathematics operations leaves the child unprepared for the complexities of the curriculum beyond Class III.


The mission will focus on five areas :

  • providing access and retaining children in foundational years of schooling;
  • teacher capacity building;
  • development of high quality and diversified student and teacher resources/learning materials;
  • tracking the progress of each child in achieving learning outcomes; and
  • addressing the nutrition and health (including mental health) aspects of children.



FLN mission-2022/23 Major Objectives :

FLN mission will ensure that all children attain grade level competencies in reading, writing and numeracy. The major objectives based on the recommendations of NEP 2020 are as follows:

  • To enable children to become motivated, independent and engaged readers and writers with comprehension possessing sustainable reading and writing skills.
  • To ensure an inclusive classroom environment by incorporating play, discovery, and activity-based pedagogies, linking it to the daily life situations of children and formal inclusion of children’s home languages.
  • To ensure availability and effective usage of high-quality and culturally responsive teaching learning material in children’s familiar/home/mother language(s).
  • To make children understand reasoning in the domains of number, measurement and shapes; and enable them to become independent in problem solving by way of numeracy and spatial understanding skills.
  • To focus on continuous capacity building of teachers, head teachers, academic resource persons and education administrators.
  • To actively engage with all stakeholders that is teachers, parents, students and community, and policy makers for building a strong foundation of lifelong learning.
  • To lay emphasis and prioritise foundational learning, the programme will be implemented in mission mode, with the use and strengthening of the existing mainstream structures.
  • To ensure assessment ‘as, of and for’ learning through portfolios, group and collaborative work, project work, quizzes, role plays, games, oral presentations, short tests, etc.,
  • To ensure tracking of learning levels of all students.

Vision of Foundational Literacy and Numeracy Mission :

The vision of the mission is to create an enabling environment in all aspects to ensure universal acquisition of FLN in primary classes by 2026-27 so that every child achieves the desired learning competencies in reading, writing and numeracy at the end of Class III and not later than Class V.

Attainment of basic reading, writing and numeracy skills in early classes will instill a strong foundation for continuous and lifelong learning for the students. Focus of foundational learning is on holistic development of the child. All children in the class should be happy, confident, thinking and learning.

The focus of foundational learning will be on holistic development of students by accentuating their creative potential as envisaged in NEP 2020. Learning will be holistic, integrated, inclusive, enjoyable, and engaging. All children will have access to an equitable and inclusive classroom environment, which will take care of their diverse background, multilingual needs and different academic abilities and make them active participants in the learning process.



Administrative Structure of the FLN mission-2022/23 :

The FLN Mission will be implemented by the MOE and a five-tier implementation mechanism will be set up at the National, State, District, Block and School level in all states and UTs. To lay emphasis and prioritise, the programme will be implemented in the mission mode. The mainstream structures will be primarily used for implementing the programme.


Need of FLN mission-2022/23 :

  • There is a strong national concern today regarding the poor learning levels of children at various stages of school education.
  • Once students fall behind unable to catch up.
  • The NEP, 2020, further reiterates that it is imperative to address this crisis.
  • For attaining foundational literacy and numeracy for all.
  • Vidya Pravesh, a 3 month play based school preparation module for Class 1 students, will be implemented and given the status of a universal program.


What are Foundational Literacy and Numeracy Skills?
  • Foundational Language and literacy: What goes into Acquiring literacy Skills? The pre-existing knowledge of language helps in building literacy skills in languages. The key components in Foundational Language and Literacy are:
  • Oral Language Development: The experiences in oral language are important for developing skills of reading and writing.
  • Phonological Awareness: This domain includes the competencies of word awareness, rhyme awareness, and awareness of sounds within words which should emerge from their meaningful engagement with language.
  • Decoding: This domain includes competencies of print awareness, akshara knowledge and decoding, and word recognition
  • Vocabulary: This domain includes the competencies of oral vocabulary, reading/writing vocabulary, and morphological analysis of words.
  • Reading Comprehension: This domain covers the competencies of understanding texts and retrieving information from them, as well as interpreting texts.
  • Reading Fluency: Refers to the ability to read a text with accuracy, speed (automaticity), expression (prosody), and comprehension that allows children to make meaning from the text.
  • Concept about Print: Children need exposure to different types of print rich environment to develop the skill of comprehension.
  • Writing: This domain includes the competencies of writing aksharas and words as well as writing for expression.
  • Culture of Reading/lnclination towards Reading: Involves the motivation to engage with a wide variety of books and other reading materials.
  • Foundational Numeracy and Mathematical Skills: Foundational Numeracy means the ability to reason and to apply simple numerical concepts in daily life problem solving. The major aspects and components of early mathematics are:
  • Pre-number concepts : Count and understand the number system
  • Numbers and operations on numbers : Learn conventions needed for mastery of Mathematical techniques such as the use of a base ten system to represent numbers
  • Shapes and Spatial Understanding : Perform simple computations in her/his own way up to three-digit numbers and apply these to their day to life activities in different contexts
  • Measurement : Understand and use standard algorithms to perform operations of addition, subtraction, multiplication and division on numbers up to three digits
  • Data Handling : Identify and extend simple patterns starting from repeating shapes to patterns in numbers, interpret simple data/information in his/her daily life activities.


What is foundational literacy and numeracy? 
Generally reading and writing are considered as literacy. But it includes many skills and abilities such as understanding, thinking, and expressing besides numeracy. It is important to think logically, solve problems, and use the four basic operations in mathematics suitable to the context.


What is FLN mission-2022/23 about?
The Foundation Literacy and Numeracy mission is about building foundational literacy and numeracy skills among children of 3-9 years age group. The Ministry of Education, Government of India has launched a Foundational Literacy and Numeracy (FLN) mission and provided guidelines to build the desired literacy and numeracy skills in children at the foundational stage.

By when should FLN be achieved?
This must be achieved by children by the end of class 3. By 2025 all children in the country should be able to read and write. 

What kind of preparation is required for FLN?
Children must have readiness required for reading and writing. They are lagging behind in foundational literacy skills due to lack of proper reading and writing readiness. Also, children should be made aware of the basic concepts of numeracy and mathematics.

What are the FLN developmental goals?
FLN programme has three development goals. Developmental Goal One is Children maintain good health and well-being. To provide experiences for physical and motor development, socio-emotional development, nutrition, safety, hygiene and sanitation. Developmental Goal Two is Children become effective communicators. To build the foundations for language and literacy. Developmental Goal Three is Children become involved learners and connect with their immediate environment. To build foundations of numeracy, and provide direct experience and interaction with the physical, social and natural environment.

Who has launched the FLN mission?
The Ministry of Education, Government of India has launched a Foundational Literacy and Numeracy (FLN) Mission and provided guidelines to build literacy and numeracy skills among children at the foundational stage. Recognizing the importance of early learning, the National Education Policy 2020 states that “Our highest priority must be to achieve universal foundational literacy and numeracy in primary schools by 2026-27.
